Regional Non-Motorized Transportation Plan

Federal regulations require all metropolitan planning organizations (MPO) to address non-motorized transportation (NMT) within the agency’s planning and project programming.  In 2009, the KMPO Board directed staff to address NMT in a stand-alone plan with the focus on present conditions and current/future needs to better equip NMT as a complement to automobile and transit modes. The first version of KMPO’s RNMTP was adopted in 2009.

An update of KMPO’s RNMTP began in the spring of 2017.  Input from the public, stakeholder group, and KCATT, combined with data and research, was used for the update.  The updated Plan was approved in August of 2018.

The Regional Non-Motorized Transportation Plan (RNMTP) was designed to serve as a tool for local agencies and citizens within the Kootenai County region. Developed in coordination with the public, the Non-Motorized Transportation Plan Advisory Group, with jurisdictional feedback, created a regional vision and identified challenges, opportunities, priorities, and recommendations to help facilitate further development toward a more walkable and bikeable region.
